The PCGA 125th Squadron‟s Deputy Director, Capt Junmar A Roa PCGA, has recently developed and released the Philippine Coast Guard Auxiliary Search and Rescue (SAR) Manual.
Through the command of Commodore Valentin Prieto, MSARCOM Director in the PCGA National Command, the contents were written in parallel with the Philippine Coast Guard‟s SAR Manual.
Additional chapters were included such as the introduction of the International Aeronautical and Maritime Search and Rescue (IAMSAR); the CGAD-SAR System and Organization; the Functions and Responsibilities of the CGAD-SAR Mission Coordinator; Rescue Maneuvers; Distress Notification; Notification and Determination of the Emergency Phase; Search and Rescue Communications; Distress and Emergency Signaling Communication - in which the training arrangement for the rescuers are laid upon for their guidance.
There were other chapters, however, which were undisclosed as of this writing to maintain the restrictive nature of the manual.
Under long-standing traditions of the sea and various provisions of international law, masters are obliged to assist others in distress at sea whenever they can safely do so.
The responsibilities to render assistance to a distressed vessel or aircraft are based on humanitarian considerations and established international practice.It is for this reason that training the people who spend most of their time at sea may greatly render a successful rescue operation. Primarily, the CGAD-SAR Manual aims to trains the fisher folks who lives in coastal villages (barangays).
