The new set of Coast Guard Auxiliary District National Capital Region-Central Luzon (CGAD NCR-CL) leaders have formally assumed leadership and management last 29 June on a formal ceremony held at the Seafood Restaurant in Century Park Hotel, Manila.
The Joint Turnover of Leadership and Management ushered in the formal relinquishment of command of ten (10) Director Auxiliary Squadron (DAS) and the Director Auxiliary District of CGAD NCR-CL, as well as the assumption of six (6) old DAS.
The ceremony was graced by Coast Guard Commandant VADM EDMUND C TAN PCG; Defense Secretary Hon. Voltaire T. Gazmin; CG Staff for Community Relations Service (CG-7) CDR ERWIN O BALAGAS PCG; and the Station Commanders of Coast Guard District NCR-CL.
The Vice Commandant for Operations RADM LUIS M TUASON JR PCG presided the turnover ceremony for the incoming and outgoing Director Auxiliary District, from COMMO JOSEPH N DY PCGA to COMMO HILARION F DIMAGIBA PCGA.
Meanwhile, the District Commander for CGD NCR-CL RADM CECIL R CHEN PCG presided the turnover of 16 Squadron Directors, namely:

The awarding of Distinguished Service Ribbon, Outstanding Medal Award and Merit Medal are also conferred to officers who have outstandingly served and shared their resources to the PCG and the PCGA.
In his speech, RADM CHEN PCG recognized the services and endeavors of the awardees and further encouraged them to continue their dedication and support to the activities of their Squadrons under the new leadership.
“To the new Directors, I hope you would continue to support our activities towards the accomplishment of our common goal. You may have a very hectic and busy schedule but you don’t have to work all the time. You also have to enjoy and make the most of your command. Do not settle for mediocrity, never settle for less,” RADM CHEN PCG said in his speech.
He also advised the new CGAD NCR-CL leaders to take care of their people “to ensure that missions are accomplished accordingly”, know their command through the new PCGA Regulations Manual 2012, and showing confidence, loyalty, honesty and ethical disposition in all dealings whether it is private or public. He also reiterated the importance of communication to properly articulate the tasks that has to be done.
On the same light, RADM TUASON PCG congratulated and welcomed all of the new Squadron and District Directors. In his speech, he emphasized the importance of accountability and authority of all officers and for them to continue inspiring and upholding the competence within the organization.
RADM TUASON PCG also commended the leadership, hard work and untiring efforts shown by the PCGA for the accomplishment of the PCG mission.
Further, he lauded the leadership of immediate past CGAD NCR-CL District Director COMMO DY PCGA and remarked that “you, to me, are the most outstanding District Director I have met.”
And for the new leaders who have assumed command, “I am confident that your District and the entire PCGA can benefit from us (and vice versa) due to your great contribution. I would also like to extend the message and greetings of our Commandant for his gratitude to all of you for your assistance and great contributions. Your contributions made the Coast guard (equipped and prepared) in all parts of the country.”
He also recognized the incumbent District Director, COMMO DIMAGIBA PCGA, and the leadership and direction that he will provide to the CGAD NCR-CL.
In affirmation, CGAD NCR-CL District Director COMMO DIMAGIBA PCGA declared that one of his visions for the CGADNCR-CL is to be the prime Auxiliary District in the Philippine Coast Guard in terms of most number of active Officers and Members and most relevant Projects and Programs for its publics in the Coastal Communities. This he relies mainly due to its composition of dedicated, reliable, skilled and equipped officers, that makes up for a third of the entire PCGA.
“I would like to thank everyone who joined us in this time-honored and solemn occasion. This ceremony will usher in the formal relinquishment and assuming of command of Squadron Directors and the District Director,” he added.
On the other hand, the immediate past CGAD NCR-CL District Director COMMO DY PCGA, thanked the entire PCG and PCGA for being his “prayer warriors” during his trying times when he was struck with Liver Cancer. He particularly thanked the efforts of his officer and friends, COMMO VALENTIN PRIETO PCGA and COMMO RAMON MORENO PCGA, who were both present during the said ceremonies.
With the assumption of their new posts, the CGAD NCR-CL Command shall be prepared to undergo changes and improvements in its organization, especially with the release of the revised PCGA Regulations Manual 2012.
The CGAD NCR-CL is the largest Auxiliary District in the country, composed of 16 Squadrons which are partnered with Coast Guard Stations within the NCR-CL area of responsibility.
The PCGA is a volunteer civilian organization which uses a military structure for organization purposes. Under the Coast Guard Law of 2009 or RA 9993, the PCGA is mandated to assist the PCG in search and rescue operations and responding to ship emergency situations; promoting safety of life and property at sea; conservation of marine resources; maintenance and development of aids to navigation and promotion of maritime community relations.
